Higher education is a strategic instrument for achieving Golden Indonesia 2045, and its quality cannot be separated from the quality and sustainability of the lecturer profession. This article analyses the welfare, remuneration, career development, and governance of lecturers in public (PTN) and private (PTS) universities. Using a normative juridical method with statutory, conceptual, and public-policy approaches, supplemented by descriptive secondary data on the North Sumatra provincial minimum wage, civil-servant base salaries, a campus-worker wage survey, and United States professor salaries, the study finds that between 2021 and 2025 the North Sumatra minimum wage rose by about 19.7% while the entry base salary of civil servants in grade III/c rose by about 8.0%, narrowing the gap from roughly 12% to roughly 1%; that private-university lecturer pay has no single national standard; and that welfare, performance, career, and digital academic records are still treated separately. The article proposes the Integrated Lecturer Welfare and Academic Career Governance Model (ILWAC-GM) and the Academic Digital Career Passport (ADCP), a verified digital academic record portable across institutions. The model is conceptual and requires empirical testing before it is used as a policy basis.
